Attentive investors may have noted an announcement last week by the large South Africa-based energy and chemicals company Sasol (SSL). The firm said it was commencing an eighteen-month feasibility study to determine the commercial viability of one of two options: either a two million tons per annum or four million tons per annum Gas-to-Liquids, or ‘GTL,’ production facility in southwestern Louisiana. This would be the first GTL facility in the United States, indeed in the Western hemisphere. The liquids produced are expected to be generally kerosene and allied products, for diesel or jet fuel. This could be the start of a major movement to, effectively, substitute abundant, cheap natural gas produced within North America, for expensive, imported crude oil. The economic, balance of payments, financial and investment implications are enormous.

We upgrade our recommendation on Jacobs Engineering Group Inc. (JEC) from Underperform to Neutral, based on the expectations of modest recovery in the company’s business in the upcoming year after bottoming-out in fiscal 2010. During fiscal 2010, Jacobs came across with the continuous decline in its backlog, especially in the sluggish economic environment, which reduced the client’s spending power. Decrease in backlog in fiscal 2010 would have a negative impact on the top-line results of fiscal 2011. Hence, we maintain our fiscal 2011 and 2012 estimate at $2.55 and $2.85. We believe gradual recovery in the economic conditions and Jacobs’ diversification across markets; geographies and services along with a number of new contracts will help the company to perform better in future. Jacobs has a successful record of more than

Quarter Highlights During the quarter, Jacobs reported EPS of 61 cents, two cents below the year-ago level of 63 cents, and a penny below the Zacks Consensus Estimate of 62 cents. Net earnings and revenues were $77.0 million and $2,343.0 million respectively, reflecting decreases of 2.9% and 8.2% from $79.3 million and $2,552.5 million in the year-ago quarter. Revenues were slightly down from the Zacks Consensus Estimate of $2,510.0 million. However, residential construction spending actually rose by 1.1% on the month to an annual rate of $269.2 billion, although it is still 6.0% below the 286.4 pace of a year ago. Just to make very clear, a year ago was not exactly boom times for the housing industry, which is where the vast bulk of residential construction spending goes. Thus while it is nice to see a 1.1% increase on the month, things are still extremely depressed, and with the weak recent data on new home sales and housing starts, we could easily relapse into declines in the coming months.
Jacobs Engineering Group Inc. (JEC) has received a contract from Suncor Energy to provide project management, engineering and procurement services to complete the scoping study and Design Basis Memorandum (DBM) for tailings and water transfer projects. These projects are a portion of the Tailings Reduction Operations (TRO) implementation at Suncor’s oil sands mining, extraction and upgrading facility located 30 kilometers north of Fort McMurray, Alberta, Canada.
Fluor Corporation (FLR) reported third quarter earnings per share of 89 cents, matching the Zacks Consensus Estimate. Revenue declined by 4% to $5.4 billion, which compares with $5.7 billion in the third quarter of 2008. This change was driven primarily by decreases in the Oil & Gas and Power segments. Revenue in both Industrial & Infrastructure and Government segments was up from last year. While three of the five business segments reported earnings growth over 2008, the Oil & Gas segment profit declined by 8% and the Global Services segment profit was impacted by a $45 million provision relating to a collection issue on a completed paper mill revamp project. New project awards for the quarter were $2.9 billion, compared with record awards of $8.8 billion a year ago. Consolidated
